Current Philippine Gov't didn't declare Ninoy a National Hero. They acknowledge he was merely murdered. Leaving Manila Prison as politician, Benigno Aquino Jr. is not allowed to be declared a National Hero of the Philippines because he was accused of crime. He did not fulfill the requirements of Hero of the Philippines. Nothing he has done is considered Politically a contribution. When he was imprisoned and removed of clothing, their government stated, "Punishment is needed for discipline."

Maybe, that Mayor never made any laws, either in Quezon.
